You need to visit the Valley of Despair shrine in Sandgate Village, march through the cave, and drop into the big arena where you fight the First Prince of Flowing Sands. One wall has those creepy statues. You can break it with the Wandering Wight spirit, or you can let the First Prince smash it during the fight if you position yourself like a genius or an idiot. Both work. Inside, a chest gives you the Loong Scales.

Since Black Loong is optional, you can absolutely leave them alone until Chapter 3 if you enjoy living a peaceful life. If you've beaten Kang-Jin Star, you can craft the Loongscape armor set. Even just the armguard gives Shock resistance, which means fewer moments of your character twitching like they grabbed a live wire.
Still in Chapter 2? No problem. Craft the best armor and weapon you can, and stock up on Shock-Quelling Powder. It removes the shocked state and boosts shock resistance, but the effect lasts about as long as my willpower at a buffet, so make several. Equipping the Wandering Wight spirit for extra defense also forgives a few mistakes.

The rhythm never changes: two slow hits, then two quick hits. For the slow ones, dodge when the ring gets close. For the quick pair, dodge the first ring, then press dodge again immediately. At the very end, they raise both maces and slam them down. As they pull the maces out, a massive electric wave erupts. Watch for that removal animation and dodge the moment they start lifting.
Rewards: Loot, Glorious Loot 🤑
Beating Black Loong gets you more than bragging rights. You receive one Mind Core, one Loong Pearl, and two Refined Iron Sand. The fight also hands over 2,770 experience points and 1,576 Will, which feels great after dying repeatedly. Climb the stairs after the fight and open the chest for a Thunderbone and the Tridacna Pendant curio.
